The Dental Hygienists’ Association of Australia (WA Branch) invites you to our 2 day Biannual Seminar on Friday the 1oth to Saturday 11th August 2012. This event will be held overlooking the beautiful city of Perth from the Frasers Function Center in Kings Park.

The theme for the seminar is “Everyday Hygiene” which takes a close look at the common encounters of a Dental Hygienist/Therapist/OHT. Our committee has worked hard to provide you with the most relevant and up to date range of topics, and trust you will fully enjoy the event with our amazing national and international speakers!

Dental Hygienists can treat DVA patients

Thank you to DHAA National Committee for the hard work of lobbying for Dental Hygienists to treat DVA patients. And thank you to all our members in supporting our association so that we can achieve successful outcomes such as this.

All members of the DHAA Inc. who are registered Dental Hygienists, Oral Health Therapists registered as Hygienists are covered via our agreement with Medicare and DVA to resume and provide preventive hygiene services to Department of Veterans Affairs patients.

DHAA Inc. has achieved in record time (less than 48 hours) a resumption of services. We have also enhanced our good working relationship with Medicare for the future.

The following notification re-instates Hygiene Services immediately

Under DVA’s long-standing arrangements, funding of preventive dental services is limited to those services provided by dentists and dental specialists. To address this issue, I wish to confirm that under subsection 84(3) of the Veterans’ Entitlements Act 1986 and subsection 287(2) of Military Rehabilitation and Compensation Act 2004, the Repatriation Commission and the Military Rehabilitation and Compensation Commission determined that services provided by dental hygienists under the direction of a dentist or dental specialist can continue for veteran patients and be legitimately claimed under DVA’s current schedule arrangements.

This notification negates all previous correspondence regarding DVA services
provided by hygienists.

OUTLINE

There is significant literature on the safety of various types of whitening procedures and on the use of peroxides for clinical procedures. There are particular aspects that must be addressed for completing in-office whitening procedures safely and for maximal effectiveness, independent of the brand or system used.

These issues are addressed fully in the approved course which is objective and evidence-based in nature and not aligned to any manufacturer or supplier. The hands-on clinical component is undertaken in small groups. The course addresses the mechanisms of action of products used in in-office whitening, as well as the clinical armamentarium (such as retractors, flowable composite resin and the use of high intensity light sources). It stresses the safety issues relating to these light sources and also from the application of irritant and corrosive materials in the mouth. The course also provides an introduction to recognition of different forms of tooth discolouration and in determining shades of teeth.

The course includes a written examination. The course includes material relating to the use of Class 4 lasers (namely diode lasers and KTP lasers) for accelerating whitening by photothermal or photodynamic processes respectively, but practitioners wishing to use these lasers must complete the licensing requirements and for that purpose the course “Laser Training for Hygienists” is recommended or practitioners can undertake the external/distance course “Applications in Laser Dentistry”

Hygienists and the Medicare DVA Scheme

URGENT NOTICE: Hygienists unable to provide treatment under Medicare DVA Scheme

The DHAA Inc. wish to advise all dental Hygienist practitioners legislation prohibits services provided by Dental Hygienists to Department of Veteran Affairs patients.

Department of Veterans Affairs have published Guidance Notes which may be view at

The DHAA Inc. have been in very regular communication with the ADA regarding this issue and the ADA will be publishing advice to their members that treatment must be done only by listed providers.

There is no doubt the legislation is flawed and this presents an untenable situation and has implications for the aged community general health and oral health. Hygienists have operated within scope of practice and historically provided quality care for veterans.

We have been in contact with Department of Veteran Affairs who have verbally advised hygienists are unable to provide services under current legislation. ADA has received this information in writing.

The DHAA Inc. have written to the Health Minister Hon Tanya Plibersek and have requested a meeting regarding Legislation changes, we also lobbying members of the Senate and advocating Legislative Changes.

The DHAA Inc. is meeting with ADA and will also request a meeting with Hon. Warren Snowden Minister of Veteran Affairs

We are circulating this information to correspond with ADA and ANZAP, ASP and DPL information to members.

We acknowledge this is an unacceptable public health issue and are working hard to change legislation to restore historical service.

We strongly advise you discuss this matter with your employer and contact your local member of parliament and ask your Veteran Affairs patients to do the same.
